qcacmn: Fix the datatype from uint_8 to uint_16

When Vlan_id is set to 256, AP cannot ping to STA.
This is due to the dataype assigned to vlan_id in
cdp_peer_set_vlan_id API which is using uint_8
instead of uint_16.
Fix to change the data type to uint_16
