qcacmn: Do not update wmi_channel info if flag_dfs is not set

Browse Source 
Do not update wmi_channel info flag for DFS channel vdev start request
if flag_dfs is 0, otherwise (1 << 0) is causing LSB of info flag to be
incorrectly set.
