qcacld-3.0: update the ht/vht configuration for new hardware mode

RX LDPC configuration is not getting properly for the new hardware
mode resulting in tput issues.

Update the ht/vht configuration for the new hardware mode
WMI_HW_MODE_DBS_OR_SBS.
