qcacld-3.0: Refine roam event processing for LFR2/LFR3

Currently wmi_roam_event_id event handler only register under feature
WLAN_FEATURE_ROAM_OFFLOAD, but it's needed for LFR2 roaming too. So
refine roam event processing for LFR2/LFR3.
