qcacmn: Fix umac/scan documentation
The kernel-doc script identified some documentation errors in the umac/scan folder, so fix them. In addition, Change-Id I8340c6c654cf03f63aee9ed622e3db38056d714f ("qcacmn: Add API to access scan entry partner info") made an incorrect copyright change, so fix that.
