qcacld-3.0: Remove sme_feature_caps_exchange()

Change I0ded9473083418f6bb33cec4fa43a17c8c281177 ("qcacld-3.0: Remove
hdd_exchange_version_and_caps()") removed the only client of
sme_feature_caps_exchange(). Since this function is an obsolete stub,
remove it.
