qcacld-3.0: Remove redundant ini configuration

qcacld-2.0 to qcacld-3.0 propagation

'apDataAvailPollPeriodInMs' ini is redundant in registry table and
hdd_update_config_dat().

Fix to remove redundant ini 'apDataAvailPollPeriodInMs' variable.
