qcacld-3.0: Remove baPolicyFlag from tDphHashNode
The baPolicyFlag in tDphHashNode is initialized to 0xFF in several places, but is otherwise never modified or read. Since the member is obsolete, remove it. Change-Id: I57acb5d878aa3e37c654f27d79517a8c9bcf7742 CRs-Fixed: 2414646
