qcacmn: Resolve compilation error for TWT APIs

Currently, driver does not use "WLAN_TWT_CONV_SUPPORTED" flag in
TWT APIs declaration. So, for some targets, it causes
compilation failure.

So, this change fixes the compilation issue.
