qcacld-3.0: Fix uninitialized heap and stack usage

qcacld-2.0 to qcacld-3.0 propagation

Fix uninitialized stack use in csrRoamReadTSF by initializing
variable of struct type tCsrNeighborRoamBSSInfo to zero.
