qcacld-3.0: Fix WEP share mode LFR3 roaming failed

If AP auth type is WEP eCSR_AUTH_TYPE_SHARED_KEY, auth mode
set to firmware becomes 0:WMI_AUTH_NONE, while firmware expect
2:WMI_AUTH_SHARED, so can't roam to AP of WEP auth mode
eCSR_AUTH_TYPE_SHARED_KEY by LFR3 offload roaming.
