qcacld-3.0: Change config type of tx_bf_cap to uint

Change max value of tx_bf_cap to 4294967295 from -1
which is misconfigured. 4294967295 corresponds to
0xFFFFFFFF which is max value for 32 bit unsigned
int since this CFG item is getting used as part of
4 byte dot11f HT capability population.
