qcacld-3.0: Remove support of power gating parameters

Propagation from qcacld-2.0 to qcacld-3.0

- WLAN firmware does not support get/set operations for power
  gating VDEV parameters
- Remove support for power gating VDEV parameters from WLAN host
  driver
