qcacmn: Add converged enum for WMI_SERVICE_VDEV_LATENCY_CONFIG

Currently there is no converged wmi_service enum for the
WMI_SERVICE_VDEV_LATENCY_CONFIG.

Add wmi_service_vdev_latency_config as the converged enum.
