qcacld-3.0: Add scan_complete and scan_result_found diag events

Current implementation doesn't have diag events for SCAN_COMPLETE and
SCAN_RESULT_FOUND.

Fix to add SCAN_COMPLETE and SCAN_RESULT_FOUND diag events in PE
