qcacmn: Remove unused mlme functions for STA vdev
With connection manager convergence the STA vdev related ops are being handled under converged code. Remove unused functions from mlme interface. Change-Id: Ibd90ef81b235bca1097891eb4964e2b5e741292c CRs-Fixed: 2837096
