qcacmn: Move pktlog API to platform specific file
Move process_sw_event API to pktlog_wifi2.c file as it is only applicable to legacy product line. Change-Id: I8eee102ea2eb70c0ffcec4ac20dfdf6ef48bca5b CRs-Fixed: 2585613
