qcacmn: Pass new Bad RSSI threshold offset for 2G and flags to FW

Add new Bad RSSI threshold offset for 2G to 5G roam and flags
to roam_offload_scan_rssi_params and fill them in the WMI cmd TLV
to pass it to the firmware.
