qcacld-3.0: Remove obsolete lim_is_scan_requested_ssid()

We want to enable the compiler's -Wmissing-prototypes switch, but
there is existing code that is generating warnings. One such issue is
function lim_is_scan_requested_ssid() is defined but unused.  Delete
this unused function.
