qcacmn: Vendor attributes for setting TX A-MSDU and RX A-MSDU parameters

Define QCA vendor attributes for SET(GET)_WIFI_CONFIGURATION to
dynamically configure capabilities for TX A-MSDU and RX A-MSDU.
