qcacld-3.0: Remove remaining legacy SME TDLS typedefs

As a result of TDLS componentization the following SME TDLS typedefs
are no longer used, so remove them:
- tSmeTdlsPeerCapParams
- eSmeTdlsPeerState
- tSmeTdlsPeerStateParams
- sme_tdls_chan_switch_params
