qcacmn: Disable TLV for PKTLOG LITE

Disable HTT_PPDU_STATS_TX_MGMTCTRL_PAYLOAD_TLV for Pktlog
Tx path for MCL only as it is currently a requirement
for WIN to keep it enabled.
