qcacmn: Use wmi_service_enabled to check for service

Add change to use wmi_service_enabled for
wmi_service_sync_delete_cmds instead of using
chipset specific name in target_if

Change QDG_BUG to QDF_DEBUG_PANIC in target_if
vdev response expiry handler.
