qcacmn: Add APIs to return all supported rates for a specific mode
Add APIs in order to support TR-069 commands to return all the supported rates for a specific mode based on gi setting, no. of spatial streams and channel bandwidth. Change-Id: If6999e59b8c83d0b5a15054bfdaa97465f8992e4 CRs-Fixed: 3066766
