qcacmn: fix function call too many arguments error

When FEATURE_RX_LINKSPEED_ROAM_TRIGGER is not defined,
function dp_rx_rates_stats_update declared without link_id argument,
this will get building error. Add the link_id parameter to fix too
many arguments of function call building error.
