qcacld-3.0: Restore RX ring fill level for Rome

HTT_RX_HOST_LATENCY_WORST_LIKELY_MS is changed from 10 to 20
for Helium support. But 20 is aggressive for Rome and traffic
hang is seen.

Fix is to define HTT_RX_HOST_LATENCY_WORST_LIKELY_MS as 10
for Rome support.
