qcacmn: Set stop_th and start_th for QCA_LL_PDEV_TX_FLOW_CONTROL

Browse Source 
Use same stop_th and start_th as QCA_LL_TX_FLOW_CONTROL_V2 for
QCA_LL_PDEV_TX_FLOW_CONTROL which allows pausing/unpausing
netif queues to avoid frame drop in driver.
