qcacld-3.0: Disable dsc_debug log in perf-build

dsc_debug() is impacting IPA tput, as
introduced by Ib8e1fc1e16785dfe3c5f8273e4ad8d5d6ecdb6e6.

Disable debug level DSC log in perf-build.
