Revert "thermal: disable SKIN thermal throttling"

This reverts commit bf8693dd6dc5af7a751c066dc916e0d07c2c7ded.

Reason for revert: re-enable thermal throttling protection with the
virtual sensor formula.

Test: thermal throttling worked properly.
