audio: Phase in Waves mps file and volume curve audio_policy.xml file

I put L10 EVT tuning files in the attached file.

L10 EVT HW modify Proto speaker.
I need to re-tune mps file.
I base on EVT speaker make this mps file tuning.


And slightly lower volume step 21th to let volume curve smoothly.
So, I modify audio_policy.xml file.
